Advanced Seminar: Laws on Climate Change, Energy Transition, and Sustainable Public Procurement
COURSE DESCRIPTION:
Climate change is one of the most severe challenges for mankind. Since the industrial revolution, human has been burning fossil fuels. Meanwhile, industrial processes and agriculture and land use changes emitted a large amount of carbon dioxide in the atmosphere, which is the main cause of climate change. Increasing global temperature and frequent extreme weather events remind people that the danger of climate change is approaching.
There are two main ways for human beings to address climate change, namely, mitigation and adaptation. Mitigation refers to increasing greenhouse gas sinks through various policies and measures and controlling greenhouse gas emissions. Adaptation is to reduce the loss and impact of climate change on life, property, and health through institutional, technical, and engineering measures.
Globally, more than 70% of greenhouse gas emissions come from the energy sector. Achieving clean, green and low-carbon transformation of energy system is the key strategy to deal with climate change. At the 75th UN General Assembly on September 22, 2020 and the UN Climate Ambition Summit on December 12, 2020, Chinese President Xi Jinping announced twice: China will increase its national independent contribution, adopt more powerful policies and measures, strive to achieve the peak of carbon dioxide emissions by 2030, and strive to achieve carbon neutrality by 2060. In order to actively cope with climate change, China put forward the goals of peak carbon dioxide emissions and carbon neutrality, which on the one hand promotes the construction of ecological civilization and the realization of the goal of a beautiful China, and on the other hand will facilitate the construction of Community of Shared Future for Mankind.
To achieve the goal of carbon neutrality, we should increase the use of carbon sink, put more resource in the capture and storage of carbon dioxide (CCS), and build a near-zero emission energy system. In the process of promoting energy transformation, the public sector can ensure that procurement reflects the goals of resource efficiency, climate change and social responsibility through its huge procurement activities. Sustainable procurement requires reconstructing the evaluation standard, supervision mechanism and management mode of public procurement.
This course will integrate the knowledge of climate change, energy transformation and sustainable procurement, research the frontier issues in these fields, and build a knowledge system to achieve key development goals through the design and implementation of social engineering.
CREDIT HOURS: 3 Credit, Weeks 1-18

3. Making recommendations or suggestions of the improvements of the sustainable public procurement.
COURSE POLICIES:
ATTENDANCE POLICY: Students are requested to attend all scheduled online class meetings. If there is some reason why you must miss class, please contact the TA in advance via telephone or email and ask for excused absence. Your final grade in the course may be lowered on level (e.g. B to B-) for each unexcused absence. If you have six (6) or more absences, you will be barred from taking the final exam, and will automatically fail the course.
EXAM POLICY: The final exam will be a paper on the legal issues regarding sustainable public procurement. More details will be released by the middle of the semester.
